Jonathan Neff’s lifelong fascination with foreign cultures stimulated his interest in international law. Before entering law school, he traveled around the world in six months and visited twenty countries, resulting in his commitment to practice international law. Since Law school he obtained a Master of Laws in Global Business Law.

Since joining the Oklahoma Bar in 1985, he has represented scores of clients in international transactions, including international trade and investment and international business organization. Notably, he has provided expert testimony in the United States District Court for the Northern District of Oklahoma on international legal issues, including specific legal procedures in Mexico and Italy and U.S. export controls.

Representing U.S. Clients in Int'l Business
Neff has assisted U.S. clients in international business transactions ranging from purchases and sales of real estate in Mexico, Israel and Nigeria, to international trade transactions with China, Korea, Russia and Brazil, to name a few. He has assisted U.S. clients to employ foreign nationals under the laws of Singapore, United Arab Emirates, France and China.

Avoiding regional specialization, Neff has helped clients in countries across the globe, often engaging local counsel for their expertise with local customs and practices. He has represented many U.S. clients in complying with U.S. export controls and has presented seminars on this and a variety of other trade-related topics.

Representing Foreign Clients in the U.S.
From representing a UK-based public company in connection with its U.S. operations, to forming the first Russian-owned Oklahoma corporation, Neff has enjoyed good relationships with many foreign clients. He has represented companies based in England, France, Spain, Belgium, Denmark, Korea, Brazil, Saudi Arabia and Thailand, in some cases representing them in U.S. litigation.

Sensitivity to cultural differences is essential in the representation of foreign clients. Patience is required when explaining complex legal concepts through a translator, or to clients for whom English is a second language. Neff has two decades of experience dealing with the added complexities of representing foreign clients in U.S. business transactions and multinational litigation.

Bar Association and Civic Involvement

As a member of the Oklahoma Bar, Neff founded the International Law Section of the Oklahoma Bar Association in 1990 and has made dozens of presentations on international legal issues, including continuing legal education seminars for the Oklahoma Bar Association and guest lectures at two Oklahoma law schools.

Since 1994, Neff has been a member of the Oklahoma Governor’s International Team, where he chairs the Oklahoma Consular Summit Committee, hosting Consuls General from many countries during their visits to Oklahoma. He has also been a member of the Oklahoma District Export Counsel for more than a decade and has helped organize the Oklahoma World Trade Conference.

An avid conservationist, Neff won the Oklahoma Nature Conservancy Volunteer of the Year Award in 1987 and was a founding officer of NatureWorks, Inc., a charitable corporation that has staged the Oklahoma Wildlife Art Show in Tulsa annually for more than twenty years.
